Liora stepped into the Underworld, her gaze moving through her surroundings.
Unlike the Mortal Plane, which was full of living beings and vitality, this newly born world was desolate.
Only mindless ghosts roamed its lands, without purpose or goals, seemingly suffering eternal torment.
Liora showed no reaction to this, moving past them and toward the center of the Underworld Plane.
It didn’t take long.
Although the Underworld was vast, larger than the Mortal Plane, Liora’s strength was on a completely different level, especially within the Cosmic Sea.
Mere moments later, she had appeared at the center of the world.
The aura of death was at its densest here, not much different from the Domain of Destruction outside the Cosmic Universe.
Liora nodded imperceptibly.
She knew she had found the right place for what she was planning to do next.
After all…
“Although the Underworld’s main purpose is to collect the souls of the dead from the other two planes, its function does not stop there.”
“For the Underworld to truly be complete, there must be a way for these souls to be reborn. Only then will the closed loop of the Veythalis World be formed.”
Liora’s consciousness stirred.
Her mind naturally connected with the Underworld authority born alongside this plane. Under her control, that authority acted upon the aura of death before her.
The results were immediate.
Right before Liora’s eyes, the aura of death grew increasingly dense, becoming visible to the naked eye.
Then, it became dense enough to transform into black liquid.
One drop. Two drops. Ten drops.
Shortly after, a long river of black liquid appeared in front of her before spreading throughout the rest of the Underworld.
Its branches intertwined like the roots of a tree, forming the foundation of the plane.
Before long, the river had spread throughout the entire Underworld.
Although there was little difference in the world’s external appearance, Liora could feel that it had become far more stable.
Moreover, the black river before her had already begun playing its role.
The souls coming through the gates from the other two planes had originally been thrown into the outside lands, allowing the ghosts to roam endlessly.
Now, however, they were driven into the black river and continuously washed by the aura of death.
Liora focused on one soul in particular.

“River of Forgetfulness…” Liora whispered, giving the river a name that seemed to resonate with it.
As she watched it flow endlessly, without any sign of stopping, another river flashed through Liora’s mind.
The River of Oblivion!
The birthplace of all Devils!
Although it had been a long time since she had walked out of there, it was obvious that the place had left a profound impact on her.
Even without deliberately doing so, Liora had seemingly drawn inspiration for the River of Forgetfulness from the Demon World’s most important landscape.
Of course, their functions were different.
“The Demon World collects souls from all over the Origin Sea, washes away their memories, and transforms them into Devils. From then on, Devils are free to begin their journeys.”
“On the other hand, the River of Forgetfulness merely serves as the first step. After these souls have returned to their original forms, they have to be led back into the other planes.”
Liora’s eyes flickered.
With her strength, it would be easy to create a structure capable of doing so. Yet she instinctively knew that this would not be conducive to the Underworld’s growth.
Since this was related to the evolution of the Veythalis World and her own strength, she decided to trust her intuition.
And her instincts told her that she should delegate this authority to someone else.
A person immediately appeared in her mind as a potential candidate.
“Sure enough, he deserves to be the first person to guess some of the Veythalis World’s nature. Even after his death, he still has some luck.” Liora whispered, shaking her head with a smile.
The next moment, she waved her hand.
White lights emerged from all over the Underworld and gathered in her hand.
Soul fragments.
As they fused together under her control, a complete soul appeared.
Had the two Dragon leaders been here, they would have immediately recognized its identity.
It was Hermes!
Originally, his soul had long since scattered when he made the decision to ignite his Divine Fire. It should have been impossible for him to be reborn, no matter how many trump cards and backups he had left behind.
But given Liora’s authority within the Cosmic Sea, gathering his soul fragments was possible.
Liora observed the complete soul for a few seconds.
Then, she stared at the center of the Underworld and waved her hand once more.
The pitch-black earth rose under her control, weaving together into giant palaces.
Despite being made from ordinary earth, they looked luxurious and majestic, as well as eerie and deadly.
The gates of the palaces swung open, as if inviting Liora to enter.
When she stepped inside and reached the main hall, she came face-to-face with a towering throne made of bones.
Liora didn’t step any closer.
Gently pointing at the throne, she sent Hermes’ soul toward it.
By the time he reached it, his soul began to transform.
Blood, bones, and muscles emerged out of nowhere, born from the aura of death.
Within moments, Hermes’ body had been reconstructed.
His soul returned to his soul space.
His dead eyes regained some of their brilliance.
Just as he was about to wake up, a soft murmur echoed in his ears.
“Although you ultimately benefited the Veythalis World greatly, you still haven’t atoned for your sins.”
“From today onward, you shall serve as the King of the Underworld, helping the souls of the dead be reborn.”
“Once you have made up for your errors, you will be relieved of your duties.”
The moment Liora finished speaking, she stretched out her hand, and the Underworld authority descended.
A pitch-black, orb-like structure appeared on her palm.
With a flick of her fingers, the black orb fired out and merged with Hermes’ forehead.
Noticing his rising momentum and the reaction of the Underworld, Liora knew she had made the right decision.
However, she didn’t choose to stay there.
Just as Hermes was about to wake up, her body blurred, and she disappeared.
