That allowed for each examiner to face off against two examinees, with one examiner left unselected. And everyone basically knew who that would be… because who in their right mind would voluntarily challenge a monster like Evan?
As for original examiners Irene and examinee Selene… well, let those two just go off and play by themselves!

Makarov’s face twisted in disbelief. He hadn’t thought anyone besides Natsu would actually choose Evan as their examiner.
“So even Master Evan got picked, but no one chose me? Am I… being ignored?”
As Makarov finished speaking, Kurnugi fell into deep thought.
