Even though he had managed to preserve part of it, that didn’t mean it was sufficient. He had already sold half of his assets to the SiIvy base in exchange for supplies, only for those supplies to be stolen. More than half of them were gone.


He had even started thinking about selling his remaining real estate, just like he had planned before. At times, the urge to liquidate everything he had left gnawed at him relentlessly. ’How did it come to this?’


Irritation simmered beneath his exhaustion. When he finally saw Cain, the tension snapped.


"What do you want now?" Frank’s voice came out rough, edged with frustration.


Cain stiffened, momentarily speechless at Frank’s attitude. His eyes hardened as he replied coldly,


"You should mind your manners. No matter how worried you are about the military base, this doesn’t give you the right to act like this."


Frank swallowed his grievances. He knew he couldn’t afford to sever this relationship yet. Lowering his voice, he forced himself to speak more calmly.


"My spies has already been planted," he admitted. "I’ve obtained quite a bit of confidential information about the SiIvy base."


Those words finally made Frank pause.


Frank felt a faint spark of relief ignite in his chest. ’As long as I have leverage,’ he thought, ’I can still turn this around.’


Cain studied him carefully before scoffing.


"So you want information, but no intention of giving any reward?" His tone turned sharp. "People these days are really something. Even after services are rendered, they still don’t pay."


Frank clenched his fists and bowed his head slightly.


"I don’t have enough money or food right now," he admitted. "But once I do, I will definitely repay you."


Cain wanted to argue further, but when he looked at Frank’s sunken face and exhausted posture, he could only snort.


’What bad luck,’ he cursed inwardly. ’If I’d found another partner, I wouldn’t be suffering like this.’


In the end, he could only help Frank. If Frank survived and retained his position in the military base, the Black Vultures might survive as well.


"Things here are actually quite simple," Cain finally said. "There’s almost no real base leader. At least, none that my spies has ever seen."


Frank nodded slowly, motioning for him to continue.


"The strangest part," Cain added, his voice lowering, "is that every grocery store here seems to restock on its own. As if there’s some kind of... magical function keeping supplies replenished."


Frank’s eyes narrowed slightly.


He crossed his arms, fingers pressing into his sleeves, and spoke with certainty,


"That’s impossible, at least from everything I know." His gaze sharpened as if replaying memories.


"None of the superhumans I’ve ever seen can directly teleport items to an exact location whenever they want."


He paused, tapping his foot against the cold floor. "Unless that grocery store is secretly connected to the base leaders here, there’s no way this makes sense."


Hearing that, Cain let out a slow breath and nodded. ;That part aligns with what I’ve been thinking,’ he admitted inwardly.


He leaned forward and continued, "There’s more. I’ve also learned about those buildings that appear out of nowhere."


Frank’s eyes narrowed with interest. He tilted his chin, motioning Cain to go on without interrupting him.


Cain swallowed, his voice lowering as if afraid the walls might overhear.


"From what I’ve gathered so far, some people have seen Ivy isolate a corner of an area. She disappears into it, and when she comes back out..."


He hesitated, the air suddenly feeling heavier. "...that place is already filled with fully formed buildings."


Frank’s expression darkened instantly. He shook his head, disbelief etched across his face. "That shouldn’t be possible." His fingers curled into a fist.


"Even earth-element users couldn’t pull that off. Building a house... no, even a single structure... would take days."


Cain shook his head slowly, the faint scrape of his chair echoing. "That’s the strange part." His voice tightened. "Ivy doesn’t take days. She only needs ten to twelve hours to construct an entire area."


Frank’s eyes sparked, a glint of excitement flashing through them. He straightened, his pulse quickening. "Go on."


Cain exhaled and continued, "There’s something else. Ivy is the only one who has ever claimed to see this so-called base leader. But according to my spies, there’s a high chance that no base leader exists at all."


He paused, choosing his words carefully. "It might have been Ivy all along, acting as different base leaders. A perfect disguise."


His lips curled faintly. "An alibi, so no one would dare target her directly."


Frank nodded slowly, the pieces clicking together in his mind. ’Clever... terrifyingly clever.’


He lifted his head and said, "If that’s true, then as long as we track Ivy and take her away, we’ll get our hands on every secret she’s hiding." His voice hardened.


"She’s likely behind the restocking phenomenon, the entire operation... and most probably, she is the base leader herself."


The two exchanged a long look, the tension thick enough to taste. Finally, Frank broke the silence. "So when are we kidnapping Ivy?"


Cain smiled faintly, a calculating glint in his eyes. "First, the day must look completely ordinary." He tapped his cane lightly against the floor.


"Recently, Ivy and Silas have been preparing for their marriage. That’s not the right time to act." His tone sharpened. "If we interfere now, suspicion will immediately fall on Silas’s enemies aka you."


He leaned back. "We wait for a normal day. That’s how we catch them off guard."


Frank nodded in agreement, the plan settling firmly in his mind. "Then we wait for the right moment."


Cain glanced down at his cane before lifting his gaze again. His expression turned grim.


"There’s another issue." His voice dropped. "My researchers confirmed that, just like zombies with crystals, some humans may possess them too."


He clenched his jaw. "Only those who reach level-four superpowers develop small crystals in their heads. Anyone below that level doesn’t."


He paused, unease flickering in his eyes. "Which means... releasing this information would be extremely inappropriate."
